OPINION

One thing I love about BUMP's songs is that the writing is so complicated and doesn't fall back on a repetitive hook or chorus. Lines are repeated, but in a way that ties the song together and is not filler (not that all repetitive songs are filler… I listen to a lot of remixes that use repetition in a really nice way.) This is one of their songs in which Fujiwara sings very fast and says a lot. Saint's Elmo's Fire, according to Wikipedia (link below), is a weather phenomenon in which plasma gathers on a sharp or pointed object where there's a lot of electricity in the atmosphere. It looks like violet or bright blue fire. Apparently this is most common on the masts of ships are sea during thunderstorms. It seems like Saint's Elmo's Fire was generally seen as a good sign or a guide. Isn't that awesome?! It's related to the song because the person in the story that the speaker chases after is always metaphorically "above" him. This person is like a beacon for him, but doesn't realize that the speaker is there.
